This meter measures a strange unit "HC"?? There is a label on it, referring to the Quality Control department, so I asked them what the hell this unit could be.
Eric De Cooman and Modest Van Oosterwijk came back to me with the following statement:

The former manager of the Quality department Werkhoven had a special interest in magnetic fields. For measuring magnetic field strength, a unit called "H" has been defined. We think this meter measured the magnetic field strength.

How did I obtain this meter?

I think I saved it from scrap on ATEA sometime in the 1990s.
